The US Army Corps of Engineers decision to place restrictions on issuance of nationwide pollution permits has been upheld by a federal court. In National Association of Home Builders v. Army Corps of Engineers, the District Court for the District of Columbia found that the Corps of Engineers had not acted in an “arbitrary” or “capricious” manner in changing the terms and conditions for issuance of a national pollution permit, including reducing the size of area into which pollutants may be discharged from 10 acres to 1 acre, raising the threshold for requiring additional permits from 1 acre to 1/10 acre,

A nationwide permit allows an organization to engage in certain industrial activities on a national basis (such as mining and construction), reducing the amount of paperwork and filings needed for otherwise minor environmental impacts, as opposed to an ordinary permit for a specific location which will engage in activities which generate water pollution.

Due to concerns over the amount of discharge taking place in waterways, the Corps of Engineers began in the 1980s to reduce the authority granted by nationwide permits and to bar use of the permits in certain ecologically sensitive areas.

Some industry groups, including the plaintiff in the above case, The National Association of Home Builders, sued the Corps of Engineers in 2000 over the change in an attempt to block its implementation. Environmental groups, including the Sierra Club, were given permission to intervene in the case in support of the actions of the Corps.

Environmental groups were pleased with the decision, but are concerned over other actions of the Bush Administration, such as the attempts to weaken provisions of the 2002 Clean Water Act to allow additional dumping of construction and mining waste into waterways as fill material.

Heat pumps are a viable option for homeowners looking for energy efficient heating and cooling options. A heat pump converts energy from around your home and uses this transferred energy to heat and cool as necessary. Heat pump systems require very little fuel, earning them a reputation in the heating and cooling industry as an energy saving option. If you’re looking to stabilize your energy spending, while still staying comfortable throughout the winter and summer, a heat pump may be the right option for you. If you’re in the market for heat pumps Woodbridge VA, HVAC specialists of this area can provide an energy efficient option that can save you money on your utility bills and help maintain a constant temperature in your home.

One Combined System

A heat pump offers homeowners the benefits of both an air conditioner and a furnace, while allowing them to save money on their energy bills. A heat pump has a thermostat that cycles the heat pump on and off to maintain the selected temperature. This temperature is consistently maintained, instead of the home’s temperature going up and down with the weather.

Maintains Consistent Temperature

It takes far less energy to maintain a home at a consistent temperature than it does to make dramatic adjustments. A heat pump transfers the energy from the air around your home to heat or cool it as necessary, making small adjustments as needed. Because your home stays at one temperature consistently, your energy bills remain lower than they would with traditional types of heating.

Efficiency Depends on Climate

The overall efficiency of a heat pump depends on the climate you live in. Homeowners in very hot or cold areas may find that they need supplemental heating or cooling equipment, while those who live in more temperate climates may find that they can keep their home at a consistent temperature with the heat pump alone. Your HVAC contractor should be able to advise you as to whether or not you’ll need supplemental heating alongside your heat pump, or if you’ll be fine with it alone.

While nearly all cover of the 2008 Presidential election has focused on the Democratic and Republican candidates, the race for the White House also includes independents and third party candidates. These parties represent a variety of views that may not be acknowledged by the major party platforms.

As a non-partisan news source, Wikinews has impartially reached out to these candidates, throughout the campaign. The most recent of our interviews is Gaithersburg, Maryland’s Richard H. Clark (b. 1960), a senior software engineer and member of MENSA.

Cambridge, Massachusetts —The planning board of Cambridge, Massachusetts voted in unanimous approval of Harvard University‘s plan to build a 410,000 ft² (38 090 m²) science center at 24 Oxford Street, according to the local newspapers, the Harvard Crimson and the Cambridge Chronicle. More than half of the space in the building will be constructed underground.

The Northwest Science Building, as it will be called, will house the laboratories of roughly 30 Harvard science faculty members, as well as a chilled water plant and an electrical substation. The building was designed by Craig Hartman, an architect in the San Francisco office of Skidmore, Owings and Merrill, who also completed Harvard University Master Plan in 2002, according to the firm’s website. Skidmore, Owings, and Merrill also designed such notable buildings as Chicago‘s Sears Tower and the recently completed international terminal at the San Francisco airport.

The vote to approve the plan occurred at the February 15, 2005, meeting of the Cambridge Planning Board at the City Hall Annex, 344 Massachusetts Avenue in Cambridge. In what the Harvard Crimson called a “departure from the norm,” there were no comments from residents at the hearing. The Crimson reported that the Harvard officials at the meeting took this as “a signal that the community was well-informed about the project prior to the presentation.” The sign advertising the hearing can be seen at right.

In related news, the Director of Urban Design for Skidmore, Owings, and Merrill’s New York office, Vishaan Chakrabarti, will be speaking at the Harvard Graduate School of Design on March 1, 2005.

The Prime Minister of New Zealand, Helen Clark, yesterday unveiled Kiwi Advanced Research and Education Network (KAREN). It is super high speed Internet that is capable of transmitting data with speeds of up to ten gigabits per second, 10,000 times faster than the current speed of broadband (1Mbps), and 200,000 times faster than dial-up.

The New Zealand Government put NZ$43 million ($28.1 million USD) into the Crown company: Research and Education Advanced Network of New Zealand (REANNZ) organization, responsible for the running of KAREN.

KAREN will link universities and research institutions in Auckland, Hamilton, Palmerston North, Wellington, Christchurch, Dunedin, Hawkes Bay, Nelson and Rotorua and then to the rest of the world via a TelstraClear fibre optic cable.

The network will allow geologists/geophysicists to access U.S. data on fault lines, 3D modellers the ability to collaborate on international mapping projects and students will be able to participate in interactive video lectures with experts, anywhere in the world.

The technology so far is limited to just universities and research institutions but Minister for Education Steve Maharey said: “The network will be extended over time to include other institutions, including schools, libraries and museums.” It is also limited to just one university in the South Island, it is located in the HIT Lab NZ at the University of Canterbury.

Clark said: “The link is crucial in order to attract and retain scientists, because it allows a greater level of real time collaboration between scientists based in New Zealand, and their colleagues around the world.”

The Telecommunications’ Users Association of New Zealand chief executive, Ernie Newman, said: “Karen was a ‘great initiative’ for the science community, and that would have wider benefits for the country.”

Dr. Mark Billinhurst, HIT Lab director, said: “The network meant the country was now legitimately part of the international research community.”

Match result betting strategy

This is one of the most popular football strategies widely used by the bettors. Also the freshers prefer this strategy. And experienced bettors in fact, admit that it is a reliable strategy.

Match result betting strategy means that you need to predict the outcome of this or that match – the winning of the first or second team or even the draw. Bookmakers mark such outcomes as 1, 2 and X. Always remember, that in some events, the outcome can include extra time and in other – only normal time. Variants of this kind of football strategy are one team not lose (1X or X2), one team win (there won’t be a draw) – 12. Usually, odds are not very high and such bets are included into express bets.

Correct score betting

This kind of football betting strategies is very hard to predict but it attracts bettors because of “tasty” odds. If you tell precisely the correct score of the match, you will multiply the sum of your bet in 5-6 times of even more. It is possible to make several bets on different variants of the score of one and the same match and due to huge winning you will recover all your betting expenses and save quite a nice profit.

Half-time/full-time strategy

This is one of the most interesting football betting strategies. The bettors should predict, how will the first half of the match and the whole match finish. Widely spread are the bets where eventually stronger team is playing with a weak one. The high odds are given for the first half draw and the favorite’s winning of the whole match. It is due to the fact that thanks to the perfect physical performance, good luck and drive many underdogs can hold the draw during the first half but because the football team is weak it loses after the break. Freshers can use time-match – rather profitable and interesting kind of football betting strategies.

Over/Under Betting

This is one more widely spread football betting strategy variant. There is nothing difficult about it. You just need to predict how many goals the teams will score. The common total for the whole match is 2.5.

Now it is possible to find special programs that monitor the movements of totals from the moment of its appearing in bookmakers line and up to the sport event start. Having analyzed these variables, you will be able to make a right decision much more easier and it will help you to stand to gain.

Sending off football betting strategy

The variant of the football betting strategies that presupposes the analysis of teams discipline during the last matches is the possible sending off of the football player. This variant is ignored by the vast majority of the bettors, but absolutely wrongly. If you don’t make a mistake and a football player is sent off, you will be able to win three times as much you have put a bet

For this strategy the real football battles are usually chosen – classic grands fights (Barcelona-Real, Manchester United-Chelsea and others), where passions run high from the first and up to the last minute and where the possibility of sending off is very high.

If you decide to use this strategy for real, don’t forget to pay attention to the figure of a chief referee who can influence greatly on the match. Pay attention on the mean number of the red cards he had given in his career and the particular season, is he considered to be a strict referee or not, etc.

Scientists have uncovered the largest Neolithic settlement in the United Kingdom at the Durrington Walls and believe that the village was inhabited by the people who built the Stonehenge monument.

Scientists say that the village was built around 2,600 B.C., roughly when Stonehenge was believed to have been constructed, and housed over 100 people.

Inside the areas which would have been the interior of houses at the time, scientists also found outlines of what they think were beds and cupboards or dressers. Pieces of pottery and “filthy” rubbish around the site. Animal bones, arrowheads, stone tools and other relics were also discovered.

“We’ve never seen such quantities of pottery and animal bone and flint. In what were houses, we have excavated the outlines on the floors of box beds and wooden dressers or cupboards,” said Sheffield University archaeologist Mike Parker Pearson.

So far, the dig has revealed at least 8 houses roughly 14-16 feet square, but scientists say that they think there may have been at least 25 altogether.

The site was likely to have been occupied only seasonally rather than year-round and evidence suggests that a lot of “partying” went on at the location.

“The animal bones are being thrown away half-eaten. It’s what we call a feasting assemblage. This is where they went to party – you could say it was the first free festival. The rubbish isn’t your average domestic debris. There’s a lack of craft-working equipment for cleaning animal hides and no evidence for crop-processing,” added Pearson.

The Durrington Walls are approximately 2 miles from the Stonehenge site.

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.
