A US$14 billion bailout package deal for the “Big Three” United States automakers — Chrysler, Ford, and General Motors — has been rejected in the United States Senate after failing a procedural vote.

The bill was rejected after bipartisan discussions on the bailout broke down when Republican Party leaders insisted that the United Auto Workers (UAW) union agree to increase wage cuts by next year in order to bring their pay into line with those of Japanese automobile companies in the United States. The UAW refused to meet the demands.

The final vote count in the Senate was 52-35, eight short of the 60 needed to pass. Only ten Republicans joined forty Democrats and two independents in voting for the bill. Three Democrats voted with thirty-one Republicans against it.

Senate Majority leader Harry Reid said that he was “terribly disappointed” by the failure of the bill to pass. “I dread looking at Wall Street tomorrow. It’s not going to be a pleasant sight,” Reid said. “Millions of Americans, not only the auto workers but people who sell cars, car dealerships, people who work on cars are going to be directly impacted and affected.”

Republican Senator Bob Corker was also unhappy about the rejection. “We were about three words away from a deal. We solved everything substantively and about three words keep us from reaching a conclusion,” he said.

Some Democrats now want U.S. President Bush to reserve a portion of the $700 billion bailout package earmarked for Wall Street to assist the flagging car industry.

Stock markets worldwide fell dramatically on the news, with Japan’s Nikkei average losing 484.68 points, or 5.6 percent, reaching a level of 8253.87 points. Shares in the auto companies Toyota, Nissan and Honda all dropped by no less than 10 percent apiece. European stocks, such as those in the United Kingdom and Germany, also lost ground, with the FTSE-100 index of leading shares falling 176.3 points to a level of 4,211 at midday.

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

According to US health officials, New York state governor David Paterson has declared a state of emergency in the state as a result of the H1N1 swine flu outbreak.

The Associated Press news agency reports that the six-page declaration was issued because at least 75 people have died of H1N1 related illnesses in New York since April. Three have died from H1N1 related illnesses just this past week. The declaration also says that human cases of the virus are on the rise.

Paterson says he issued the declaration because “a disaster has occurred throughout New York State, for which the affected local governments are unable to respond adequately.”

The declaration will allow health officials more access to the H1N1 vaccine and the seasonal flu shot. It will also allow for an increase in the number of vaccine doses available in the state and will allow more health care facilities to administer the vaccine, including dentists and pharmacists. Schools with health centers will also be allowed to administer both vaccines.

Despite the declaration, officials stressed that there is no reason to worry. A spokeswoman for the New York State Department of Health, Claire Pospisil, said that “it [the declaration] helps us to be more prepared.”

The order came shortly after US president Barack Obama declared a national emergency last Saturday, a response to the spreading of the virus, which has now been circulated in 46 states.

Property is an investment, and there is nothing worse than watching a property management company waste all of your hard earned money by running your investments into the ground. But any property owner can make a wise decision on a property management company by simply following these 6 tips.

1. Knowledge – Figure out if the property management company is knowledgeable about the local market. It is also essential that the management company not only knows what the local sales market looks like, but also knows the rental market. This is the only way you can feel safe that the advice they are giving you is reliable.

2. Work Process – Ask about how their process works. Some property management companies do nothing but throw more people at the problem. They will try to convince you that they are the best because they have the most employees. However, you need one person who knows your property inside and out in order to get the best service. Try to get the best of both worlds. A personal property manager that is backed by a large team is a valuable partner for any property owner to have.

3. Property Evaluation – Request a written evaluation of your property. An evaluation of your rental property should always be free, and it will give you a good idea of how the manager sees your property. When you’ve got several evaluations from different companies, hold them next to each other and see how they stack up. This will give you a good idea about who truly sees and understands all of the advantages your property offers over others.

4. Reference – Get some references. Ask to speak to other property owners who are allowing the company to manage their investment. There are some things you will never be able to learn about a company until you are a customer, so the best way to discover these things before actually becoming a customer is to ask those who are already doing business with the company. You will easily be able to see whether one company takes extra steps to be the best.

5. Collection Procedure – Find out about the collection procedures. On average, it should take no longer for the money from your rents to get from your property manager’s account into your own account. If it takes any longer than that, you should run the other way because something is likely wrong. This is certainly one item to ask the company’s other customers about when you phone their references.

6. Tenant Relationship – Remember that relationships are everything. Part of being in property management means that you know the tenants, so what good is a company that doesn’t strive to form relationships with your tenants? They should do much more than just collect the renter’s check each month. When your tenants are happy, you will spend less time with your property sitting around empty and not making you any money. A good property manager is skilled at forging and maintaining relationships, both with you and with your tenants as well.

Be sure that you meet with representatives from several different property management companies before you settle on one. Take this list of questions along and see how each one of them measures up. By comparing them to each other, you will easily be able to see which property management company stands out above the rest.

Jeff Jones, president of ride-sharing company Uber Technologies, announced his resignation on Sunday. Jones was hired last October to helm the company that is known for their ride-sharing application, Uber, which has a reported 40 million monthly users.

Recently in Jones’s presidency of Uber, the ride-sharing company was involved in numerous controversies surrounding an alleged culture of sexism at the company, stemming from allegations blogged by Susan Fowler, a former Uber engineer, claiming sexual harassment against her and other women working for Uber.

In a statement to tech blog Recode, Jones claimed the situation he was working with at Uber was one inconsistent with “the beliefs and approach to leadership that have guided my career” and he could not remain the company’s president.

Jones, who was previously the Chief Marketing Officer at Target before joining Uber, came to the decision to resign after it was announced Uber would be hiring a Chief Operating Officer (COO) potentially outranking Jones.

Uber CEO Travis Kalanick confirmed the resignation in a statement to Uber staff, noting Jones “made an important impact on the company” in the six months he was in the role, noting his particular focus on Uber drivers and the delivery of Uber’s first brand reputation study.

Kalanick first announced his intentions to hire a COO earlier in March after footage surfaced of him arguing about rate cuts with an Uber driver.

The price of a school uniform depends on the school of your children and the brand of the uniforms. It is better for you to confirm price with the school of your kids. Many schools that required uniforms have a certain company they want the uniform to be bought from. Generally uniforms have limited selections to bottoms and a few choices of tops such as dress shirts, polo, pullovers, etc. This clothing can be wear in any arrangement.

Some people have false idea about uniforms, though, wearing a uniform does not mean that you wear the exact outfit every day. School uniform tag depends on what type of school you go to. Like public school or a private school.

Uniforms are important day to day use of students. It is what they wear to school every day so might as well look for one that is comfy to wear, high quality and inexpensive. Price tags of uniforms may vary between girl and boy students. Here is a view on how much a uniform really costs.

General cost:

A price of $8-$25 for a pant of school uniform. The price also varies to the size and brand. A price of $20 for a pair of branded flat front plain girl’s pants.

School uniform blouses may cost you $7 up to $20. You will get a price of $13 from a French toast while long sleeve polo can cost you $12 to $15.

School shoes generally don’t require to be bought in a uniform shop. The one thing that is a must is generally is that it has to be basic color dress shoes. JC Penney has many selections that may range you to a price of $20 up to $80.

Other extra’s to school uniforms, like as tights, and socks, also do not need to be bought in a uniform shop. These extras may cost you $2 up to $10.

At a regular cost of $15 up to $20 per accessories, buying at least 10 tops and 10 bottoms will cost you around $300 up to $350. This is perhaps inexpensive than purchasing a new school uniform of your child’s choice dresses from retail shops.

When all students have the same uniforms, they may be looking at themselves as equals rather than socially lesser or greater based on the look of their attire. Others say that school uniforms eliminate individuality uniqueness and respect upon the privileges of pupils and parents.

When you want to save money, talk with the school to see if they have any deals with local shops. Many schools get bulk discounts when the school purchases from them. You will also find out that there are many great places to check out online as well. You will just want to make sure that you’re purchasing uniforms that are going to meet your school’s guideline. With that being said, the budgets mentioned above are a great indicator on what you’re going to more than likely pay for a uniform.
