The name Robert Cailliau may not ring a bell to the general public, but his invention is the reason why you are reading this: Dr. Cailliau together with his colleague Sir Tim Berners-Lee invented the World Wide Web, making the internet accessible so it could grow from an academic tool to a mass communication medium. Last January Dr. Cailliau retired from CERN, the European particle physics lab where the WWW emerged.

Wikinews offered the engineer a virtual beer from his native country Belgium, and conducted an e-mail interview with him (which started about three weeks ago) about the history and the future of the web and his life and work.

Wikinews: At the start of this interview, we would like to offer you a fresh pint on a terrace, but since this is an e-mail interview, we will limit ourselves to a virtual beer, which you can enjoy here.

Robert Cailliau: Yes, I myself once (at the 2nd international WWW Conference, Chicago) said that there is no such thing as a virtual beer: people will still want to sit together. Anyway, here we go.

About 80% of the world population is within the clutches of the ailment called arthritis. Arthritis is characterized by joint inflammation. Aging is a major factor causing arthritis. With age, the cartilages become weak, can no more resist day to day wear and tear, and start flaking. This degeneration leads to loss of cartilage and exposure of bones to friction. If body weight increases, that too can lead to painful joints. The cartilages wear out under the load of the extra body weight, causing arthritis. Apart from the above two factors, heredity, past history of traumatic joint injury or infection, may in course of time, lead to painful joints. Cartilage degeneration is the leading cause of joint pain; but also accumulation of fluids and uric acid crystals within joints can cause arthritis joint pain. Joint pain may even occur when the bodys own immune system start consuming the healthy tissues at the joint. This is true in case of rheumatoid arthritis. The provincial election was called today in British Columbia. Alongside with the election, the citizens of the province will also be debating if they should change their electoral system from Single Member Plurality to Single Transferable Vote (STV). The vote for both the election and the referendum is to be held on May 12th.

According to the Angus Reid Strategies online poll, the issues before the candidates this year are the economy, crime and public safety, and health care.

Gordon Campbell is the current Premier of British Columbia, and leader of the Liberal Party. Three new tax measures have been proposed, increasing apprenticeship training tax credits, reducing small business income tax, and raising the revenue definition for small business. “Keep B.C. Strong” is the Liberal slogan.

The New Democratic Party (NDP) leader Carole James is focusing her election platform on supporting a green economy, eliminating the carbon tax, offering families tax relief, freezing post-secondary tuition, raising the minimum wage, and providing a small business tax holiday. The NDP slogan is “Take back your B.C.”

The Green Party, led by Jane Sterk, is focused on environmental issues, crime and police, and a ‘green economy’. The Green Party is in support of the carbon tax and will be campaigning in favour of the new STV voting system that is being proposed again. Wilf Hanni is at the helm of the Conservative Party which opposes the Recognition and Reconciliation Act, privatization of BC Hydro Bill 42 ‘gag law’, and the carbon tax. They propose to reduce senior civil employee pay scale, as well as personal and corporate income tax.

Other parties running candidates are the Democratic Reform under Graeme Roger, the Marijuana Party under Marc Emery, the Work Less Party under Conrad Schmidt, the Refederation Party under Mike Summers, the Sex Party under John Ince, and the Communist Party under George Gidora.

For 60 days before the election, each party may campaign with an allowable CA$1.1 million, in the final 28 days, $4.4 million may be spent. $70,000 is allowed by candidates before the writ is dropped, and another $70,000 in the midst of campaigning.

The referendum will allow BC voters to choose between two voting systems. The Single Member Plurality system is the current system in all Canadian provinces, and is also used to elect Members of Parliament in Ottawa. The other system is BC-STV, which would replace 85 single-member ridings with 20 larger ridings in which between two and seven Members of the Legislative Assembly (MLA) would be elected. The total number of MLAs will not change. Voters would rank the candidates in order of preference, as many or as few as they wish. When the results are tallied, votes are transferred to the next preference on the ballot when the first preference has been elected or eliminated. The system is designed to ensure that every vote helps to elect someone, every vote counts as fully as possible, and every voter is represented by a candidate they voted for, as nearly as mathematically possible.

Previous elections held under the current Single Member Plurality (also known as First Past The Post) system led to odd results in certain elections, such as the 2001 election where the winning party obtained 77 of the 79 seats of the legislature with just 58% of the vote, and the 1996 election, in which the party with the most votes failed to win the election. The recommendation to switch to STV was made by the British Columbia Citizens’ Assembly on Electoral Reform, a group formed in 2004 of randomly selected citizens. They spent a year learning about voting systems around the world and consulting with BC citizens.

It’s the fourth referendum in the country and the second in the province within the last 4 years. The previous referendum held in 2005 also voted on these same electoral systems and came within 2.3% of the 60% threshold. In order for the referendum to be binding, BC-STV will again need 60% of the popular vote and 50% of votes in 51 of the 85 ridings in BC. If the change is approved, it will be the first province in the country to adopt reform of the electoral system in recent history.

Fair Voting BC, recognized as the official proponent group, argues that STV will lead to fairer election results, effective local representation and greater voter choice. They argue that BC-STV will give voters the power to hold politicians and political parties accountable, by giving every voter a vote that actually makes a difference. If the STV system is approved, then it will be put into use for the first time for the 2013 provincial election.

The recognized opponent group is the No STV Campaign Society. Their arguments are that STV will give larger ridings, voters would be unsure of whom their MLA would be, there would be unequal geographic representation, that the counting method is too complicated, the electoral system results are unverified in practical usage, the system results in a higher probability of minority governments and the subsequent coalition of parties. They also argue that other countries who use systems similar to STV have had problems with their election results.

$500,000 in public funding has been given to both the proponents and the opponents of the referendum.

Police have arrested the owner of a mattress factory in Hay Hassini, Casablanca, Morocco which burned down in a disaster that claimed 55 lives. His son, who was the factory’s manager, was also arrested.

Those killed — 35 of whom were women — were trapped inside by locked fire exits, which were barricaded to stop theft during working hours. “The people who died were either asphyxiated or burned,” commented a firefighter. 17 were wounded. Moustapha Taouil of the Casablanca civil protection service said the blaze was triggered by an inadequatly maintained electric saw on the ground floor. The initial fire quickly engulfed all four storeys of the building.

The Rosamor factory was clearly operating unsafely, officials said. “It’s a building with a ground floor and three upper floors specialising in making furniture, therefore there were highly inflammable products,” said Taouil. “We confirmed during our examination that the owners of the premises failed to respect legal requirements for this kind of industry including staff training… the owner in contravention of the law, locked staff inside the plant apparently to prevent theft of raw material. It was this that prevented them getting out. The fire was caused by lack of proper maintenance of certain machines and electrical installations.” He said a short circuit on the ground floor, which was filled with power saws, triggered the disaster.

As a result of the investigatons, “The plant’s owner, Adil Moufarreh, and his son Abdelali Moufarreh, who was the manager, have been taken into custody after having been questioned by police,” said an official.

28-year-old factory employee Fadila Khadija said “There was no emergency exit, the extinguishers were empty and the working conditions were difficult.” One source said that windows were also unusable as they were covered with iron bars. 20-year-old survivor Omar Elaaz said “I was working on the first floor as an upholsterer. The smoke came up from the ground floor where the foam rubber, wood and glue are stored. I used a gas bottle to break the wire mesh that protects every window.” 31-year-old upholsterer Hakim Hakki told of his own lucky escape and its effect on him from hospital: “I jumped from the third floor with four other colleagues while the women, who didn’t dare to follow us, perished in the inferno. God saved me but I’ll never forget those who died.”

The father of deceased 19-year-old Abdelazziz Darif said his son was paid 250 dirhams (20 euro/31 US dollars) per week and did not have social insurance.

In an interview on NBC’s Today show with Matt Lauer, Tom Cruise aggressively defended his opposition to psychiatry and anti-depressive drugs. This occurred after being asked questions about his criticism of Brooke Shields, who has been taking drugs, including Paxil, for postpartum depression. Cruise is usually known for keeping his cool in interviews, but recently he has been slightly more unbound.

Cruise’s statements, including “Psychiatry is a pseudoscience“, and “There is no such thing as a chemical imbalance in a body”, reflect the beliefs of the Church of Scientology, of which he is a member. The interview became particularly tense when Lauer mentioned that he knew people who had been helped by taking Ritalin, an attention-deficit disorder drug.

“Matt, Matt, you don’t even — you’re glib,” Cruise responded. “You don’t even know what Ritalin is. If you start talking about chemical imbalance, you have to evaluate and read the research papers on how they came up with these theories, Matt, OK. That’s what I’ve done.”

Cruise went on to say: “You don’t know the history of psychiatry, I do.”

Cruise has not formally studied medicine beyond a high school education, having dropped out in his senior year (1980) to pursue an acting career. In light of this, some members of the psychiatric community have refuted Cruise’s controversial statements. Dr. John Scully, medical director of the American Psychiatric Association, has said “The illnesses we treat – anxiety, depression – are very real illnesses…The treatments work. We have demonstrated that through robust scientific study.”

Lauer insisted that Ritalin helped people: “You’re telling me what’s worked for people I know or hasn’t worked for people I know. I’m telling you, I’ve lived with these people and they’re better,” Lauer said.

Cruise hinted that Lauer was promoting Ritalin and Lauer scoffed: “I am not. I’m telling you in their cases, in their individual case, it worked.”

The exchange ended when the two basically agreed to disagree. Cruise, who is 42, did admit that one of his goals is to speak more about Scientology in an effort to get people to understand it better.

Scientology has historically been at odds with the established medical and mental health community. The rift dates back to the 1950s and Scientology’s founding father L. Ron Hubbard. In his book, “Dianetics: The Modern Science of Mental Health”, published in 1950, Hubbard claims that Dianetics (later called Scientology) could cure the majority of human ailments. These claims were sharply disputed by a variety of mainstream science and medical professionals including psychiatrists.

On Monday, June 27, 2005, the American Psychiatric Association released a statement that stated the following:”It is irresponsible for Mr. Cruise to use his movie publicity tour to promote his own ideological views and deter people with mental illness from getting the care they need…Rigorous, published, peer-reviewed research clearly demonstrates that treatment (of mental illness) works…It is unfortunate that in the face of this remarkable scientific and clinical progress that a small number of individuals and groups persist in questioning its legitimacy.”

The APA represents nearly 36,000 physicians specialising in the diagnosis and treatment of mental illness.
