Correction — May 24, 2008 This article refers to the “US Department of Environmental Protection (DEP)”, though the term “Department of Environmental Protection” actually refers to state agencies, and in this case refers to the Massachusetts Department of Environmental Protection, not a United States federal agency.

The Cambridge city council adopted a resolution on April 4 to request that the US Department of Environmental Protection (DEP) “take explicit account” of the activities of local construction firm W. R. Grace, which has previously contaminated an industrial area near the Alewife train station with asbestos. The council cited Grace’s “extraordinarily extensive and well-documented history of contaminating sites and concealing the contamination” as the reason for its request.

The resolution was a reaction to a Response Action Outcome Statement and Risk Characterization (RAO) that W. R. Grace filed with the DEP. The Cambridge Chronicle recently took the filing as evidence that “the state seems poised to stop watching over” the contaminated site.

In February, W.R. Grace was indicted by a federal grand jury for contamination as a product of vermiculite mining operations in Libby, Montana, USA. The company was also charged with “concealing information about the health affects [sic] of its asbestos mining operations.”

News reports on Monday indicated authorities in Palestine, Texas identified a sixth victim following flash flooding late last week. Giovani Olivas, 30, was reportedly swept away in the flood.

In under an hour late Friday evening, Palestine was deluged by seven inches of rain, causing residents of one neighborhood to flee to their rooftops. Over 30 buildings, included many homes, in the city suffered significant damage.

Lenda Asberry, 64, a retired school teacher, and her four great grandchildren also drowned during the flood. Onlookers reported the woman was attempting to get the children to safety when they were swept away. Asberry’s daughter told reporters water levels were up to the woman’s neck while attempting to save the children.

One resident of the area told reporters “[her] furniture was floating around” inside her home, forcing her to climb atop her couch to seek safety.

Dark skies blanketed the nearby city of Tyler hours before the storm struck. At least one government office located in the Palestine area was closed on Monday and was slated to remain closed on Tuesday due to water damage. A tornado also ravaged much of nearby Lindale, Texas, resulting in severe damage of at least one residence. The storm system moved up along the US eastern seaboard over the weekend.

On Wednesday, Italian football club Juventus announced an agreement with German club Bayern Munich for a one-year loan of Brazilian winger Douglas Costa for a fee of €6 million, to run until June 30, 2018.

26-year-old Douglas Costa joined Bayern in 2015 under Pep Guardiola’s management from Ukrainian club Shakhtar Donetsk. In two seasons at the Allianz Arena, Costa has scored fourteen goals and provided 27 assists, making 77 appearances in total. He won two consecutive Bundesliga titles, a DFB Pokal, and a DFL-Supercup. Before joining the Bavarian club, the left-footed winger won five consecutive Ukrainian Premier League trophies.

In the agreement with Bayern, Juventus can exercise an option to buy the player for €40 million before July 1, 2018. Bayern may receive an additional €1 million subject to conditions in the contract. Bayern Munich’s chairman Karl-Heinz Rummenigge said, “We had serious and constructive talks with Juventus’ representatives. All of FC Bayern’s financial demands have been met”.

Upon asking why he joined Juventus, Costa told the Juventus’ interviewer that he “had always dreamed of playing” with the Old Lady and said he was “delighted to be part of” Juventus’ team.

More details have emerged over the weekend after the surprise announcement last week of Honda‘s intention to sell its Formula One racing team, Honda Racing F1. The team management, Nick Fry and Ross Brawn, have already announced confidence in their ability not only to find a buyer for the team but also to deliver the performance expected of Honda’s 2009 car. Prices as low as £1 have been put forward as possible prices tags for the Northampton based team, with Honda CEO Takeo Fukui stating that “Just to make the team possible to exist, a small price tag is acceptable”.

On Saturday the Japanese car giant said that before selling the team it was going to offer British driver Jensen Button, who had given the Honda team its only victory, a way out of his recently signed multi-million pound contract with the team so he could try to get a drive with other teams. However, Ross Brawn appears eager to retain the Briton and either retain Brazilian Rubens Barrichello or sign GP2 driver Bruno Senna, nephew of legendary racer Ayrton Senna. At an industry awards dinner, Button indicated his desire for a buyer to be found for Honda, saying any buyer would get “… a great team with excellent facilities. And with the leadership of Ross Brawn, and the whole team as they are, we can come through this and be on the grid in 2009”. Button has also spoken of his shock and pain at Honda’s decision.

Ross Brawn, who was brought into the Honda team with much fan fare before the 2008 season, has spoken of his shock at finding out about the sale of the team. Brawn, who is credited with helping Michael Schumacher and Ferrari dominate Formula One for much of the last decade, indicated he was expected funding cuts and had prepared a reduced budget but hadn’t expected the full withdrawal of support that Honda announced. Brawn has also indicated understanding of Honda’s reasoning, with their sales down 40% in some markets and Honda F1’s £200m+ budget a cost they were unwilling to bear.

Though Honda has committed to providing a budget for the team until March, the budget is lower than that which had been expected and so the team has had to pull out of the crucial winter tests at Jerez. This has denied Formula One hopeful Bruno Senna another test with the team and has combined with the engine implications of Honda’s withdrawal to push the new car’s final testing from January to March, just weeks before the first Grand Prix in Australia. Ross Brawn however remains confident of competing with new Formula One frontrunners BMW Sauber and Formula One supremo Bernie Ecclestone has tipped the team as a great buy, saying “I’ve no doubt Honda would have been in top four next year without any problems. They’ve spent a lot of money to put themselves in that position so if anyone does want to be in F1 this is a team they should look to buy. It’s a big opportunity for any company that’s run efficiently to benefit”.

Nearly 30 people are now thought to have died after a 4-storey building collapsed in the Nigerian city of Lagos. More bodies, some alive, and others dead, are still being recovered from the wreckage in the Ebute Metta area of Lagos after the apartment block suddenly gave in on Tuesday evening, local time.

The building also housed restaurants and 18 shops on the ground floor and rescuers are unsure of how many people remain trapped below the ground.

The Nigerian Red Cross said it believed around 75 people may have been inside, but survivors are claiming the death toll is considerably higher. So far, 50 survivors have been hauled from the wreckage, and still, three days after the collapse, voices are being heard from below the rubble.

“People have survived in this kind of situation for up to five days,” Timothy Oladele, the Chairman of the Nigerian Red Cross told Reuters, “We are just in the third day in our own case and by God’s grace we will find some alive.”

The building, in Nigeria’s largest city, is thought to have been just three years old, and officials are blaming poor construction for the collapse. Local media are reporting that city planners only gave permission for a two storey building on the site, not four. The owner of the construction company is believed to have fled; Lagos Governor Bola Tinubu pledged to punish the rogue developer. ”We know their other buildings and definitely, they will not go unpunished,” he told local press today.

The sprawling industrial city of Lagos has a history of poor construction and maintenance. In March 2006, one of the city’s tallest buildings, damaged after a fire, collapsed during a thunderstorm.

Surgeons in France have performed a face transplant operation on a French woman who had lost her nose, lips and chin after being savaged by a dog. According to Iain Hutchison, an oral-facial surgeon at Barts and the London Hospital, the transplant is the first one to use skin from another person.

Doctors say the woman’s new face will be a “hybrid” between her donor’s face and her own face before the attack. In the five hour long operation, the donor’s tissues, muscles, arteries and veins were attached to the patient’s lower face. It is more favourable to use skin from another person’s face instead of skin from another part of the patient’s body, as the texture and colour of the skin are more likely to match.

A statement released by the hospital in Amiens said that the 38-year-old patient, who wishes to remain anonymous, has not been able to eat or speak properly since the attack in May this year. The woman was reportedly in “excellent general health” and her graft looked normal.

Ethical concerns, psychological impact, concerns relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Hutchison warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon’s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

No doubt real estate agents have a hard time predicting the housing market, but even amateurs can determine if prices are falling — which points to a cooling trend and signifies you might need to consider up to a 3% discount if you need to sell soon. If you see any indicators that the market is about to adjust, consider the wisdom of holding back as opposed to of asking too little in a rising market. Naturally, you run the chance of having prices decline even further using this strategy. However, if it is a hot market, you might need to give further encouragement to contend with with a large inventory of available houses. You should make your Brampton house for sale become more enticing when compared to similar properties in the neighborhood for it to sell quickly.

Regardless of the memories a house may hold, and even with of all the special touches you have added, you need to take an unbiased look at your property and ask yourself how it might look to a potential purchasers. Friday, March 25, 2005A Spotsylvania County woman, whose three dogs allegedly attacked and killed her elderly neighbor, was freed Wednesday by posting a $10,000 bond. Dianna Large, 36, received one felony charge of involuntary manslaughter and three misdemeanor charges in an indictment issued last week.

In her first appearance before a judge, she answered Circuit Court Judge William H. Ledbetter questions with simple “Yes sir.” and “No sir.” responses. The short hearing, held Thursday, formalized the charges against her. The involuntary manslaughter charge, a first in the severity of punishment being sought on a dog owner in the Virginan state of USA, carries a maximum penalty of 10 years.

State procecutor Wiliam Neely said that Large knowingly let her three Pit Bull dogs run free, and that an animal control agency person had warned her to keep them under better control. She also a violated a county ordinance requiring owners of dangerous dogs to post a warning sign to visitors. The prosecution also noted that none of the three male dogs were neutered.

The Animal Control Department of Virginia maintains a dangerous dog registry. It contains a list of owners whose dogs are deemed dangerous to society. The link to the registry was moved to a more prominent position on the county web page following the attack.
