The Canada Revenue Agency (CRA) announced today that computer systems involved with the processing of tax returns for individuals are back online.

Tax processing had been halted on March 6, 2007, due to a computer glitch. The source of the problem had been traced back to software maintenance performed on March 4.

In an update on the CRA website, dated March 14, Michel Dorais, Commissioner of the Agency, stated that all of the databases had been restored and CRA employees are processing the backlog of returns and payments.

Tax processing for businesses had not been affected by the computer shutdown.

In his statement, Dorais thanked taxpayers “for their patience and understanding” during the service outage. He also stated that “the integrity and safety of personal data was never at risk”.

The CRA suggests that it would work quickly to process the resulting backlog of tax returns.

For the Chesapeake Bay, the largest estuary in the United States, a first-time-ever “water quality forecast” was issued Monday for the upcoming summer season by the Chesapeake Bay Program. The eastern mid-Atlantic region’s heavy spring rainfalls are predicted to increase nutrient levels in bay waters, leading to oxygen eating algae blooms and leaving deep water dead zones.

Project leader William Dennison, of the University of Maryland Center for Environmental Studies said, “The forecast indicates that recent weather conditions and heavy pollutant loads could lead to a bad summer for the Bay.” The prediction is for this to be the fourth-worst season for dissolved oxygen in two decades.

The Chesapeake Bay Program launched the new forecast to build on a base of environmental data gathered over the last two decades as water quality concerns have grown. The forecast is meant to be a proactive tool that provides resource managers with information that can be used to guide policies for the bay’s protection and restoration.

Cars, fertilizer, human and animal wastes, industrial and agricultural pollutants all play a part. “This means that we need to do a lot more to reduce phosphorus and nitrogen pollution from getting into the bay,” said Beth McGee, of the Chesapeake Bay Foundation. “The biggest source of pollution in the bay is agriculture, and we’ve got to find a way to provide farmers with more resources to manage the land better.”

Nutrient rich pollutants composed mainly of nitrogen and phosphorous come from far away places carried by rivers, and nearby the bay from farm and metropolitan runoff. They collect in the huge bay and meet tidal flows from the ocean.

Algae feed off the nutrients, and they are either consumed by aquatic life or sink at the end of their life cycle. With such an abundant food source, algae blooms can cover large surfaces of water and choke off sunlight to underwater plants. Later when the plants die, the process of their decomposition on the bottom consumes oxygen to a state where the water becomes anoxic, and unable to support life.

As notorious as weather forecasters are for often being wrong, it should come as no surprise if this first forecasting step by the federally funded program misses its mark. Forces such as heavy storms or hurricanes, which churn water, would have an effect. Excessive wind and unexpected precipitation, or nutrient level jumps, would also contribute.

Stock prices dropped sharply in Europe and Asia Monday, with fears of economic problems in the United States causing some of the biggest single-day losses in recent years.

In Hong Kong, the Hang Seng index fell 5.5 percent – its biggest fall since the September 11, 2001, terrorist attacks. Losses of between three and seven percent were recorded in India, China, Britain, France, Germany and Canada.

While there are many factors linking national economies, analysts blame recent losses on fears of a recession in the United States.

The United States is the main export market for many overseas businesses. Foreign investors also have bought large stakes in U.S. companies.

When American home loan companies began reporting large numbers of defaulting loans in late 2007, the losses spread to other financial institutions, tightening credit markets and sparking worries about Americans’ high levels of debt.

Last week, President Bush proposed a $145 billion stimulus plan to encourage more consumer spending. But analysts say the measure may not be able to prevent a recession – defined as a broad decline in a nation’s economy over a period of at least six months.

U.S. markets are closed on Monday for Martin Luther King Jr. Day, a national holiday, but stock futures trading indicates further losses are expected when markets reopen Tuesday.

At least fourteen people in Pakistan’s North Waziristan region have been killed in drone strikes earlier today by suspected US unmanned aircraft.

The attacks happened in the Dattakhel village, located near the Afghanistan border; as many as eighteen missiles were fired at targets, according to security authorities. A local intelligence official said that “Three missiles hit a vehicle and three militants sitting in it were killed.”

A nearby compound used by rebels was also attacked; around a dozen missiles were fired by drones. The dead in that attack are alleged to have been fighters. A reporter for Al Jazeera says the strikes lasted from twenty to 25 minutes.

“The militants have cordoned off the area. So far they’ve retrieved 11 bodies from the debris. The death toll may rise because the militants are still searching for bodies,” an unnamed security official commented.

Azerbaijan Minister of Finance Samir Sharifov allegedly worked as a “triple agent” for Russian, Turkish, and US intelligence agencies, according to a report by Ukrainian online newspaper Gordon last Wednesday.

Sharifov allegedly worked as a human asset for the Russian Foreign Intelligence Service before Turkish intelligence recruited him in South Yemen in 1989–1990. Soon after, he allegedly began working for the Central Intelligence Agency (CIA). In the Gordon article, their source ascribed this information to “sources in the Russian intelligence community” who said, “[Russia’s] agencies penetrated the U.S. intelligence community and obtained important information about some of its human assets.”

The claims made in the article have not been verified, according to Russian newspaper ????? ?????? ((ru))Russian language: ?Oil of Russia.

Mais Piriyev, press secretary for the Azerbaijan Ministry of Finance, said Sharifov would not comment on what Piriyev called provocative, ridiculous claims. Piriyev told reporters, “Lack of seriousness in Yuri Shvet’s claims can be seen immediately. Only three countries? Where [is] Mossad, special services of the UK and other countries?”

Former Azerbaijani diplomat Arif Mammadov has publicly supported the accusations. In a statement on social media, Mammadov wrote, “The country has a very powerful network that is working against the state. It consists of the most influential people — ministers, deputy ministers, senior representatives of the presidential administration.”

The Gordon article was published on the eve of Sharifov’s trip to the United States to discuss financing for the Southern Gas Corridor energy project.

Raed Jarrar, an Iraqi peace activist who lives in the United States, was forced to change his T-Shirt, which bore an Arabic slogan, because it was found “offensive”.

The incident took place in JFK airport in New York. The activist Jarrar reported in his blog RaedInTheMiddle that he had checked-in his bags and was issued a boarding pass. After waiting near the gate to board his jetBlue airlines flight, and after having to gone through a secondary search, two officials approached him.

“People are feeling offended because of your t-shirt,” Raed reported that one of the men said to him. The writings on the T-Shirt said in both Arabic and English: “We will not be silent”.

Raed asked why this has offended anyone, and insisted his right to freedom of expression was violated.

According to Jarrar, one of the inspectors said, “You can’t wear a T-shirt with Arabic script and come to an airport. It is like wearing a t-shirt that reads ‘I am a robber’ and going to a bank”. The airport official, unable to read Arabic, was unyielding to protests by Jarrar that the English language version of the Arabic was accurate, and suggested he wear the shirt inside out.

“Many people called and complained about your t-shirt. Jetblue customers were calling before you reached the checkpoint, and customers called when you were waiting here in the boarding area”, Jarrar was told after he complained.

One employee from JetBlue offered to buy Jarrar a T-shirt to replace the one he was wearing, since the activist had none other after his bags were checked. Refusing at first, he agreed to wear one with “New York” written on it.

The officer on the scene commented that it need not have gone from one extreme to the other: wearing a T-Shirt with an Arabic peace slogan on it, to wearing one with ‘New York’. There is no reason to hate New York if you are an Arab speaking peace activist, according to Jarrar.

“I feel very sad that my personal freedom was taken away like this. I grew up under authoritarian governments in the Middle East, and one of the reasons I chose to move to the U.S. was that I don’t want an officer to make me change my t-shirt. I will pursue this incident today through a constitutional rights organization, and I am sure we will meet soon,” Raed said.

He was issued another boarding pass, with a different seat at the back of the plane.

JetBlue said it was investigating the incident but a spokeswoman said: “We’re not clear exactly what happened.” The spokeswoman also said the airline does not forbid Arabic T-shirts, but that it does take into account the concerns of its passengers.

The American-Arab Anti-discrimination Committee said the US Transportation Department and the Transportation Security Administration were also investigating the incident after the committee lodged complaints on behalf of Jarrar.

“We Will Not Be Silent” is a slogan adopted by opponents of the war in Iraq and other conflicts in the Middle East.

It is said to derive from the White Rose dissident group which opposed Nazi rule in Germany.

The Internet is very much present at the Frankfurt Book Fair 2007, not just, like in previous years, as a means for the journalists who have 80 workplaces for their own notebooks to report on the fair, but like before as a chance – and as a threat for rights-owners of digital media.

After a marginal existence in the previous year, bloggers have got their own “living room 2.0” at the fair, furnished with everything a blogger needs, including media attention. Every day from Wednesday October 10 to Sunday October 14 they will write and podcast about the big names to meet, the events not to be missed and their very personal experiences and thoughts. Three of the bloggers write in English, two English language podcasts are done, to widen the reach of the Book Fair 2.0. The blog entries and podcasts will be available until after the book fair at http://www.book-fair.com/en/wordpress/ and the bloggers themselves can be visited on the weekend at hall 4.2, Q411, though until now it is more the media and less the visitors of the fair, the bloggers come in contact with.

Digitalization and digital media, especially books and magazines offered digitally, are a hot topic at this year’s Frankfurt Book Fair, as more and more publishers want to see the digital counterparts of their traditional media not just as a field to be present in, but as a possible profit center. With scientific books, this move already was quite successful: Publishing house Springer for example, offering over 40,000 ebooks and over 1700 electronic magazines, of which over 1200 are still actively continued with Springer, nowadays does an ebook-variant of every traditional scientific book they print – and already has the largest part of their cash-flow from digital media.

This is harder for fiction publishing houses as the Pabel Möwig group (VPM), which has become active early. They do offer the digitized new adventures of – say, the outer-space-hero Perry Rhodan -, but the turnover is still only a small addition to the print and other media versions. Readers become readier to read on a screen, but their readiness is still growing slowly. Since a new generation of readers is growing up using the internet as a reference work – especially Google and Wikipedia – it will become more and more natural in the future.

A growing number of service companies in the publishing sector therefore offers re-digitalization apart from increasingly effective content management systems, with which new forms of media can easily be compiled from the contents of a data base.

Older works, of which the publishing house owns the rights, but for which a reprint might not be profitable, are scanned, divided into content sections and tagged. When the original type face isn’t good enough, books are typewritten in third world countries two or three times which are corrected and merged into a final version. Once in the system, digitalized books can be at disposal as MobiPocket ebooks or Print On Demand (POD) and with aid of the Amazon BookSurge program remain available, possibly even within 24 hours.

Digital content can also be used as a marketing-tool with the “Search Inside” from Amazon.com, where the full text of a book is visible but only small parts of the book are shown at a time.

Right after Amazon, Google also presented their own projects for the digitalization of books, where publishers have the option of just sending a box or container full of their books in printed form and leave the job of digitalization to Google, where afterwards their content will be findable with Google Book Search. The difference between those two internet services was obvious, though: Amazon wants to earn money with books, while Google’s business is advertising, their revenue model is AdSense and AdWords, targeted as perfect as possible with full text search. Both services had to answer questions as to how they will protect the content from unpaid exploitation, as probably fewer and fewer users will be willing to pay for a digital eBook when they can read the content for free, up to twenty pages at a time. The freeloader mentality of many Internet users was seen as a threat by many of the publishers.
